A hearing officer has dismissed an ethics complaint against Hall County Planning Commission Chairman Chris Braswell, finding insufficient evidence that he had a conflict of interest when he voted to approve a housing development off Ga. 365 in northeast Hall at an Aug. 4 meeting.
