Teen who had murder charge dismissed files lawsuit against Hall Sheriff’s Office investigator alleging rights were violated

A 16-year-old spent 17 months in custody on a 2022 murder charge, starting out at a juvenile detention center before being moved to the Hall County Jail after his 18th birthday. Jamarco Patton filed a lawsuit Nov. 8 against Hall County Sheriff’s Office Investigator Jerry Phillips, alleging his constitutional rights were violated.
